Step 1) Start by opening a picture (File - Open) where you can see the eyes well.
Step 2) Now that you have the picture, lets start by adding a new layer. To add a new layer, there are several ways of doing so. Layer - New - Layer or hit Ctrl + Shift + Alt + N on your keyboard. Name the new layer eyes.
Step 3) Before you do anything, make sure the “eyes” layer is selected. Now select the Elliptical Marquee Tool or M on your keyboard. Make sure that the “add to selection” icon is selected. Draw a circle around the person’s pupils. Because you have the “add to selection” selected, you can add little circles where needed and if you make a mistake simply hit Ctrl + Z and if you need to go two steps back, Ctrl + Alt + Z.
Step 4) Now that we have the pupil selected, hit D to bring back the default black / white colors and Hit Ctrl + Blackspace to fill it white.
Step 5) Now its time to pick the eye color, I will pick blue (#269de) for this tutorial. and fill it on top of the white color from the previous step.
Step 6) Set the Layer Mode to Soft Light.
