Step 1) Create a new document. I used size 400 x 400.

Step 2) Use the paint bucket tool to fill the new document with black.

Step 3) Now, Go To Filter -> Render -> Lens Flare, And Create A 50-300mm Zoom Flare.

Step 4) Repeat Step 3 serveral times so that you have 4-5 flares on the image.

Step 5) Press CTRL + U to bring up the Hue/Saturation box, and set the saturation to -100.

Step 6) Next, go to Filter -> Pixilate -> Mezzotint and use the setting of medium strokes.

Step 7) Next, go to Filter -> Blur -> Radial Blur and apply the settings similar to below.

Step 8.) Press CTRL + F, this will repeat the last step again and blur the image even more.

Step 9) Now, press CTRL + U to bring up the Hue/Saturation box, and use the settings show below.

Step 10) Now select the 1st layer, and drag it into the new layer button.

Step 11) Next set the blending mode of the new layer to ligthen.

Step 12 ) Now go to Filter -> Distort -> Twirl and use a setting of 75.

This is my final result but you don’t need to do a twirl effect, you can almost use any Filter found in Filter -> Distort -> The Wave Filter, and ZigZag Filter.
